necessary in certain circumstances (such as sickness) for the officer to incur pecuniary obligations in the Colony during the period of his absence,
5. It is contrary to the principle of the scheme seeing that under the final arrangement (already foyed by certain officers) whereby a house would be provided by Government, no officer would have any liability during his absence, (not even the $60.- monthly rent which he would have to pay in any case under the temporary scheme).
6. It is contrary to the general principle which led to the initiation of the scheme viz: that officers are in present circumstances very badly off.
